Processing a construction permit in Colombia seems straightforward on paper, but in practice 60% of the files that reach the planning office receive at least one observation. This guide compiles what we learned managing more than 200 permits in Manizales and nearby municipalities: from when it is best to start the process to the details that make the difference between a resolution in 30 days or a six-month wait.
Before starting the process
The first step is to understand what type of permit you need. A new construction permit is not the same as a recognition, an extension, or a modification. Each modality has its own file, and mixing them up is the most common cause of rejection.
Verify the land classification and permitted use in the current POT.
Request the certificate of ownership and freedom with less than 30 days from its issuance.
Confirm easements, risk-related restrictions, and minimum setbacks.
Check whether the property requires a prior concept from aeronautics or heritage authorities.
